要解決一定有計, 就好似添馬艦塊地, 及軍營, 已經好大, 未來就算賣地, 規定架空地下兩層作為行車用, 如同金鐘廊咁樣, 已經係一個解決方法. 至於中環杖內部係點, 早就應該變成無煙城市, 用行人天橋及電梯連接.

I think there"s other way to alleviate congestion, but traffic is one of the point government concentrate recently. As I remember, at first - government emphasize due to the need of commerical building and now switch the point.
In different countries, there"s different value judement - environment or dollar value - this is not the point I want to state

港苦(其實最苦是港人,因為香港狗官在苦害港人)政策矛盾,各部門各自為政.
中環一帶塞車由來已久,曾鼓勵不要駕車入中環,卻在中環填海區(香港站等..)興建大量停車位,現在又企圖再填海興建道路入中環一帶,政策飄忽,自打嘴巴,真不明白狗官們的思維. |

塞車 is one of the excuse to show you only, actually it create potential for commerical corp to earn money - just like housing, construction for art center, and so on, in the economic slack time, those interest party influence government policy to spend "public" money for their package, you know. The governemnt has gained no recongision from HK people, they can"t to lose the support from Civil service, commerical field , and afraid they said words to Northern Big head la. Just like superman said create employment by establish a industry zone at the border, and the officier Mr. Tsang disagree with the reason (if encourage industry, why don"t establish in HK and trust not HK people (exclud HK people) are willing to work at border) and later governor said will consider, shit |

Actually 自由及民主 is development of political system and not just limit to just like US or France, just selection can"t sure 自由及民主. It just provide "Check & balance". 行政主道 is not a big deal - British and US also 行政主道, but the problem is how to 行政主道. And if 行政 failed, why should HK do.
see Philippines and India also 民主, but no good. I agree 民主, but what is the definition and how to make it real. The performance in HK politic is ineffective and inefficient caused by
1) unclear power authority & recongision
2) immature 行政 system and too narrow for elite, administration cannot absorb politic.
3) ignorance of system importance - just comply the key to keep China control HK without consideration

The reasons you wrote above are exactly the example of case of fluctuation of policy (政策飄忽). The govnment is easily influence by other parties, especially what you said "commercial field". It is really a commercially directed、cowardly government. |
